Brazilian municipalities received through the 1988 Constitution and the process of decentralization and municipalization an important role in public management. However, studies evaluating the process of decentralization and municipalization in Amazonia show that power structures at the local level often impede the full participation of the population in decision-making processes and the low quality of human resources that work in municipal administrations is a factor of impediment to an effective policy.
The Municipal Public Management research line will host research programs and projects focused on the production of information and resolution of problems related to the administration and governance of the municipalities of the Amazon region. The main objective of this line of research is the municipalities and municipal governance bodies, such as municipal councils, city councils, local development forums, among others.
Management of Public Organizations

The Public Organizations Management line of research will focus on research programs and projects directly related to the organization of management and problem solving within governmental and nongovernmental public organizations, such as public Universities in the Amazon, state governments, public institutions and governmental organizations that operate the management of social and environmental development in the region.
Since it is a pioneering course in the region, the structuring of the research lines will initially take place through the implementation of a structuring research project that will serve both lines and should be financed by the Amazon Fund / BNDES. It is the Institutional Strengthening Project for the Conservation and Sustainable Development of the Amazon that will enable the implementation of the Incubator of Public Policies of the Amazon.
The Amazon Public Policy Incubator - IPPA - is an institutional mechanism for articulation between universities, research institutes, governments and the productive sector of the Amazon, linked to the Forum of Research and Sustainable Development of the Amazon Graduate Program and coordinated by the NAEA. has as its mission to contribute to the design, formulation, monitoring and evaluation of public policies for sustainable development for the Region, its states and municipalities, supported by scientific knowledge, traditional knowledge and qualified participation of regional actors.
